Mix 1 part Shimmer Lights Toner to 2 parts 10vol Shimmer Lights developer or Clairol Professional crème permanente developer. Apply to towel-dried hair. Process for 15-30 minutes depending on desired tone. Do not use heat. Rinse, shampoo and condition.
